I don't believe that a problem with the EF circuit will cause the engine not to run, but the others may definitely do that. The latter just is a confirmation that the IDM has received the command signal from the PCM and acted on it. There are circuits that communicate between the PCM and IDM, one is the FDCS, or Fuel Delivery Command Signal on a Brown/Orange wire, another is the Cylinder Identification Signal Input on a yellow/lt blue wire, and the third is the Electronic Feed Back Signal on a Grey/White wire. In NC4 below, it implies that the PCM energized the relay, but that's not true. So the PCM doesn't really "enable" the IDM power relay. The PCM power fuse (switched by the relay) is #24, and the IDM power fuse is #27.
